The PA Public Utility Commission (PUC) issued a Notice of Proposed Rulemaking and associated Annex with draft safety regulations for intrastate pipelines transporting natural gas liquids. If adopted, these state regulations will supplement existing federal regulations.
Because pipeline regulations are very technical and not in our usual wheelhouse (townships do not regulate pipelines), West Whiteland hired Accufacts Inc. to review and provide comments on the draft regulations. In the Township's comments submitted to the PUC, the West Whiteland Board of Supervisors incorporated the Accufacts report, encouraged the PUC to include a service life study requirement in the pipeline safety rulemaking and emphasized the need for adequate staffing levels to enforce existing and new regulations. More information about the service life study requirement is in the PUC's order discontinuing a separate rulemaking process on reporting requirements.
